Wisconsin Public Access Laws

The Wisconsin Public Records Law presumes broad access but does not make every field public. A request can identify the record, date, location, incident number, agency, and desired format without using special legal words. The authority must respond as soon as practicable and without delay. Wisconsin does not set a universal ten-business-day deadline. Actual, necessary, direct copy costs may apply, and qualifying location costs or prepayment can be charged under the statute.

Juvenile, victim, witness, health, personal-identifier, active-investigation, and safety-sensitive material can be restricted or redacted. A custodian may also apply Wisconsin's balancing test and must explain a denial.

Correcting Pepin County Criminal Records

A record can be accurate in one system and incomplete in another. If WCCA displays a wrong court entry, contact the Pepin County Clerk of Circuit Court because court staff entered that data. Restricted, Sealed & Expunged Records

Wisconsin expungement under Wis. Stat. § 973.015 is narrow. Eligibility depends on age at the time of the offense, the offense class or maximum penalty, statutory exclusions, and the law in effect at sentencing. The judge ordinarily must order expungement at sentencing. It takes effect after successful completion, which includes no later conviction, no probation revocation, and satisfaction of sentence conditions.

Expungement removes the circuit court record from ordinary access. It should not be described as destruction of every police, jail, or DOJ record. Wisconsin Courts supplies CR-266 and related process materials, but filing and follow-up remain in the Pepin County case. Juvenile, sealed, protected-victim, health, and confidential investigative records follow other access limits.

If a cleared event still appears, first identify the source. Send a court issue to the clerk, CIB proof to DOJ, and an agency-file issue to the police or sheriff. This source-by-source approach is more useful than sending the same order to every office.

Pepin County Warrants Without a Portal

No official Pepin County active-warrant website or law-enforcement app was found in the research. Call sheriff dispatch at 715-672-5944 for current law-enforcement information. Use a written sheriff request for releasable warrant material, WCCA for public docket events, and the clerk at 715-672-8861 for the issuing Pepin Circuit Court case. An out-of-county warrant belongs with its issuing court or agency.

Search warrants can remain confidential until execution. Juvenile and other restricted warrants may also be absent. A bench warrant may follow a missed appearance or noncompliance, while an arrest warrant authorizes custody and a search warrant authorizes a search. The exact court order controls.

When a warrant may affect liberty, confirm it with the sheriff and court, write down the case and issuing court, seek legal advice, and coordinate any appearance or surrender with the right office. The clerk warns that an after-hours electronic payment is not acted on until the next business day. A receipt alone does not prove that law-enforcement status has cleared.

City-by-City Criminal Records in Pepin County

Pepin County has three incorporated places. Durand has a city police department and a mandatory online route for police audio or video requests. The Village of Pepin accepts police-record questions by email, phone, or at its counter. Stockholm has no village police department and relies on the county sheriff. None of the three has a municipal court in the current Wisconsin judiciary directory, so local criminal and ordinance case records route through Pepin County Circuit Court and WCCA.

Pepin County Justice Records Since 1985

The current Durand complex replaced a much older records setting. Pepin County's former Greek Revival courthouse is Wisconsin's last surviving wooden courthouse, and the neighboring iron-lattice jail is also preserved. The courthouse served until 1985 and the jail until 1984. They explain why historic justice records may require a different retrieval path than a recent WCCA entry.

The District Attorney's office is also easy to miss. It occupies the historic former public-library building at 315 2nd Avenue West, and “Public Library” remains above the doors. The prosecutor reviews referrals and files charges, but the DA is not the custodian of court judgments. Those remain with the clerk.

A September 2024 county request for proposals studied a joint Buffalo and Pepin justice center that could combine dispatch, jail, law enforcement, and court space or compare stand-alone facilities. It was a feasibility study, not a completed move. Verify current locations before relying on any future facility proposal.
